Chris Meenan

Chris Meenan is an economic analyst with more than 30 years of experience in resource economics, population growth, regional economics, and forecasting. Prior to joining Civic Directive, Chris was a Senior Manager and Principal Analyst at the Las Vegas Valley Water District.

Meenan's work has informed local policies, pricing strategies, and long-term resource planning. Chris has developed and implemented advanced forecasting models, making accurate predictions for short-term (one day) and long-term (30 year) resource use. Chris also led one of the most comprehensive price elasticity studies in the water industry, designing a simulation platform to evaluate alternative rate structures for different types of customers. He has also conducted economic impact analyses using leading models such as IMPLAN and REMI, influencing planning for major government projects.

In addition to his analytical work, Chris is an adjunct professor of economics and statistics at the College of Southern Nevada. He is an active member of the International Institute of Forecasters, a founding member and former chairman of a SAS user group, and a technical advisor on forecasting and demand analysis for a research foundation. These affiliations reflect his commitment to developing future talent and advancing applied economic research.

He holds a Master's degree from Boston University and an undergraduate degree from Norwich University.
