Overview

Governments and nonprofits invest significant resources in programs designed to improve lives and solve community problems. But good intentions and hard work are not the same as results. Program evaluation answers the question that stakeholders, funders, and the public ultimately care about: did it actually work?

We conduct rigorous, independent evaluations that help organizations understand what their programs are achieving, where they are falling short, and how to improve. Our work is designed to be honest and actionable: not to confirm what clients hope to hear, but to give them the evidence they need to make better decisions.

What We Offer

Program Evaluation

We assess whether programs are producing their intended outcomes, for whom, and under what conditions. Our evaluations draw on a range of methods, including surveys, administrative data analysis, interviews, and comparison groups, to build a credible picture of program effectiveness. We design each evaluation around the decisions it needs to inform, so findings are relevant and timely rather than comprehensive but inert.

Theory of Change and Logic Model Development

Before a program can be evaluated, it needs a clear account of how it is supposed to work. We facilitate theory of change and logic model development processes that help organizations articulate their assumptions, identify the causal pathways linking activities to outcomes, and surface gaps in their program design. A well-constructed logic model is also the foundation for a sound measurement strategy.

Outcomes Measurement Frameworks

Many organizations track activities and outputs but struggle to measure whether those activities are actually producing change in the people and communities they serve. We develop outcomes measurement frameworks that define what success looks like, identify indicators that can be tracked reliably, and establish data collection processes that fit within existing organizational capacity.

Community Needs Assessments

Effective programs start with a clear understanding of the problem they are solving. We conduct community needs assessments that combine quantitative data analysis with direct input from residents and stakeholders to map the scale and distribution of need, identify service gaps, and inform strategic planning and resource allocation decisions.

Data Systems Analysis

Most governments and nonprofits collect far more data than they use. Client records, intake forms, service logs, and administrative databases often hold answers to important questions that never get asked. We analyze existing data systems to identify what is being collected, assess data quality, and surface insights that are already embedded in the data but have gone unrecognized. We also help organizations design better data collection systems so that future data is actually usable.

We work closely with program staff to understand context, build trust, and ensure that findings are interpreted accurately. At the same time, we maintain the independence and methodological rigor that make evaluation results credible to funders, boards, and the public.
